In order for contextual factors
to be considered evidence,
they must be systematically
obtained, replicable,
observable, credible,
and verifiable.
The information also
must be relevant
to the decision at hand.
There may be some
overlap in the collection
of contextual evidence
and experiential evidence,
but contextual evidence
is specific to the setting
where the program will be
implemented and the population
that will be impacted
by the program.

Will people come?
Will they stay?
Any program that's
intended to provide services
that no one will come to really
isn't going to be effective.
So at the very basic
level, having services
that people feel
comfortable with,
that speak to a particular
cultural group,
that speak to an age
group is really important.
